ci(shellcheck): исключить usr/bin из проверки

tachyon/files/usr/bin/tachyon - ucode-скрипт с shebang #!/usr/bin/ucode,
shellcheck умеет проверять только sh/bash/dash/ksh и падает на нём.
Покрытие cgi-bin и hotplug остаётся.
