feat(reset): кнопка сброса настроек в LuCI и дефолтное состояние при чистой установке

- новый модуль service/reset.uc (режим reset-settings, флаг no-start): остановка сервиса, чистка runtime/кэшей, сохранение tailscale, запись дефолтного конфига
